Performs skilled technical, professional and some administrative work in the operation and maintenance of the City’s water treatment plants in accordance with all state and federal regulations to produce clean, high-quality potable drinking water that meets all aspects of the Safe Drinking Water Act.Job Functions / Scope of AuthorityPerforms daily walkthroughs of the treatment plant, inspects facility and equipment, and monitors operations and maintenance to ensure the production of high quality potable drinking water.Operates assigned equipment and hand tools, including but not limited to pallet jack/power lift, laboratory and analytical testing instruments, chemical feeders, and plant operation computer systems.Calibrates chemical feed system, laboratory equipment, and process analyzers.Maintains inventory of the laboratory chemicals, equipment and supplies.Monitors plant operations using computerized systems, and records daily log entries of quality control readings, tank levels and test results.Performs manual labor including loading, unloading, transferring and storing of chemicals, supplies and equipment, and filling chemical feeders as needed.Performs sampling and laboratory testing of raw water to determine treatment requirements.Performs annual maintenance and cleaning of plant equipment and facilities, including but not limited to draining, hosing out, cleaning and inspecting basins, draining lime feeders and shoveling out and disposing of sludge.Communicates orally and in written form with Water Treatment Plant Manager, Chief Plant Operators, SCADA Supervisor, and SCADA staff concerning system repair needs and other operational needs.Responds to citizen/customer concerns and forwards to the appropriate division/employees in a timely manner.Acts as shift supervisor in absence of a chief plant operator.Prepares and submits mandated reports to comply with state federal drinking water regulation.Trains new treatment plant employees in all aspects of water treatment plant operations.Performs plant startups and plant shut downs as necessary.Utilizes appropriate personal protective equipment for self and co-workers.Completes required training units as approved by the State of Colorado to maintain certification to meet City of Arvada policies.Responds to emergency situations as needed, whether in the regular scheduled work shift or after hour’s coverage.Monitors Water Treatment Plant(s) security system and responds accordingly.Possession of a valid Colorado Class A water treatment certification.Possession of a valid Colorado driver license and ability to operate a motor vehicle to travel to and from plant sites and other work locations.While on duty, ability to respond to emergency situations in a timely manner.Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIESAdvanced knowledge of water treatment plant operations, practices, principals and maintenance.Advanced knowledge in the use of the equipment used to treat and test treatment operations.Advanced knowledge of computer hardware and software utilized in Plant operations.Advanced knowledge of state and federal drinking water regulations.Advanced knowledge of city safety policies and procedures.Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.Ability to understand and adapt to changing priorities in order to meet treatment plant and customer needs.Ability to exercises initiative, judgment and make decisions within the scope of assigned authority.Ability to perform a full range of physical motion and activities on a regular routine basis, including pushing, pulling, carrying and lifting up to 50 lbs frequently and up to 80lbs occasionally, twisting, turning of upper body, reaching above or below the waist, stooping, kneeling, sitting, squatting, crouching, frequent standing and walking on flat surfaces and stairs made of concrete or metal grate, and occasional climbing and balancing on steep stairs and ladders.Ability to hear system alarms and read computer monitors, electrical panels, knobs and buttons of different colors.Ability to work and be accountable for assigned rotating 12 hour shifts and ability to handle the transition from working day shifts to swing shifts or night shifts.Ability to work alone or with others.OTHER FUNCTIONS:Conducts treatment plant tours as requested.Signs for and receives mail and deliveries to the plant.Other duties as required.SCOPE OF AUTHORITY:Receives general supervision from the chief plant operator. Plans personal daily activities; highly productive, meets defined work plans and objectives. Detailed procedures cover the majority of work, but often times decisions have to be made based on organizational policy and/ or precedent.Financial Accountability:Makes recommendations to supervisor for budget allocations pertaining to functional area.Working Environment / QualificationsWORKING ENVIRONMENT/PHYSICAL ACTIVITIES:The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.Work is primarily performed in a plant environment. Physical effort and activities include: frequent exposure to dust, chemicals, water, and moderate to high levels of noise. Work is also performed in outdoor environments with exposure to heat, cold and other weather elements. This position requires strenuous physical work, including frequent walking, and standing on multiple surfaces including metal grated floors, frequent walking up and down multiple flights of stairs, occasional climbing up and down ladders and steep stairs, and occasional bending, kneeling, twisting, sitting, squatting, crouching, balancing, reaching for objects below or above the waist, handling of tools and controls, and heavy lifting, pushing or pulling of objects up to 80 pounds.MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):High school diploma or GED equivalent with an understanding of Algebra and Chemistry required. A Class “A” Water Treatment Plant certification is required. Minimum of four (4) years’ experience in the operation of a Class “A” Water Treatment Plant with knowledge of current state and federal drinking water regulations required.
