WSDOT Inspection Office is seeking to fill two Transportation Engineer 3 (TE3) vacancies located in Tumwater, WA. Under the direction of the AWS Certified Welding Inspectors, these positions are fabrication inspection specialists that will perform inspections on various fabricated items, materials, and structures at fabrication facilities throughout the state, country and internationally. The TE3s will sample, test, and inspect fabricated products and evaluate the quality of materials and workmanship. In addition, these positions will be responsible for training, managing inspection calls, updating inspection calendars, completing Daily Inspection Logs, Daily Inspection Reports, and Material Acceptance Reports for timeliness, content, and accuracy. Our top candidates will possess exceptional communication skills as these positions have frequent daily contact with representatives from Contractors, fabricators, and project personnel.What to Expect
These positions perform site inspections with typical construction related hazards. This work is sometimes performed in inclement weather; exposure hazards include high-speed traffic, exhaust, steep or uneven terrain, unstable slopes and/or construction equipment.Among the varied range of responsibilities held within these roles, the Materials and Fabrication Inspectors will:
- Identify materials for acceptance in accordance with WSDOT Construction Manual and identify items containing steel for foreign or domestic content.
- Monitor the manufacturing processes, witness, or perform tests or measurements of the completed product, collect, and review all required documentation to assure compliance with Contract Provisions, and approve the finished product for shipment.
- Within scope, advises project and supplier personnel of materials found to be unacceptable and answers questions relative to materials involved.
- Assist in performing and documenting verification inspection audits on Design Build projects.
- Complete Daily Inspection Logs, Daily Inspection Reports, and Material Acceptance Reports for timeliness, content, and accuracy.
- Prepare cost estimates for shop approvals and inspection costs.
- Maintain reports and log as required.
Qualifications
These are Transportation Engineer 3 (TE3) positions. However, the hiring manager reserves the right to fill the positions at a lower level (TE2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.To be considered for these opportunities at the TE2 level, one of the following are required:
- Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent. OR
- Certification as an Engineer-In-Training (EIT) and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent. OR
- A Master’s degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field.
To be considered for these opportunities at the goal class, TE3 level, the following are required:
- High School Diploma or equivalent.
- Two (2) years of experience in fabrication inspection at the Transportation Engineer 2 level, or three (3) years of experience in construction acceptance inspection.
In addition to the above, the following qualifications are also required at either level:
- A valid passport (or an enhanced driver’s license) or the ability to obtain a within three (3) months of hire.
- American Concrete Institute (ACI) Grade I-Field Testing Technician Certification, or the ability to obtain within nine (9) months of hire.
- Precast/Prestressed Concrete Institute (PCI) Level 1 Certification or the ability to obtain within nine (9) months of hire.
- Ability to perform math calculations by hand and using calculators and computers and understand and interpret the results.
- Ability to travel statewide, up to 450 miles per day, and to other states and countries for extended periods of time to perform job duties.
- Ability to transport up to 50 pounds of equipment and/or materials.
- Ability to traverse uneven terrain on construction projects and work sites.
- A valid driver’s license.
It is preferred that qualified candidates also have:
- National Association of Corrosion Engineers (NACE) Level 1 Certification.
- American Society of Nondestructive Testing (ASNT) Level 1 training in the areas of Ultrasonic, Magnetic Particle, and Dye Penetrant Testing.
- Two (2) years’ experience under the direct supervision of an American Welding Society (AWS) Certified Welding Inspector inspecting welds produced by welding processes recognized by the AWS D1 .1 or AWS D1 .5 welding codes.

- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable

- In additional to the salary range listed, a general wage increase of 3.25% will be applied for all state employees on July 1, 2024.
- These positions require statewide travel up to 35% to other states and Canada for extended periods of time to perform job duties. Positions may operate motor vehicles and travel long distances; up to 450 miles per day and travel using various modes of transportation, which may include travel by bus, train, car, airplane, or boat.
- These are positions have been approved for in-training. The hiring manager is looking to hire at the Transportation Engineer 3 level, however the in-training plan will allow candidates to be considered as a Transportation Engineer 2, if not qualified at the highest level. The annual salaries for each level are included below:
- Transportation Engineer 2: $65,748 – $88,416
- Transportation Engineer 3: $72,552 – $97,596
