Job description: Educational Technology Manager (24-16 Educational Tech Manager)Introduction:The 711th Human Performance Wing (711 HPW), headquartered at Wright -Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.Description of Services:The contractor shall meet all requirements per the basic contract and provide a professionally and technically qualified individual to perform all tasks in the following paragraphs to fulfill the requirements of this task order.The contractor shall provide expertise and support for all educational technology needs to the USAFSAM Office of the Dean (USAFSAM/ED) directs daily academic operations for USAFSAM and establishes student training policies. ED executes the student management and accounting for 4,000 students annually as well as the faculty development, instructor evaluation, and student evaluation programs. Community College of the Air Force requirements for affiliated schools are implemented and curriculum development and revisions are led by ED staff. ED is responsible for creating an academic environment conducive to learning, providing academic counseling, and convening the Academic Review Board when necessary. Distance learning courses are produced and managed through this department. USAFSAM/EDED is responsible for the development and management of all course materials and curriculum development processes to include multimedia development. Performance shall be according to the requirements contained in this Performance Work Statement (PWS).Mandatory Qualifications:The contractor shall, at a minimum, and have 5 years of experience working with various types of educational/learning technology, such as: Learning Management Systems (LMS), curriculum development software, Student Information Systems (SIS), etc.
- The contractor shall, at a minimum, have a Bachelor’s degree in Educational Technology, Instructional Technology, or a related field
- The contractor employee shall have expertise in Office 365 tools (ex. MS Windows, MS Access, MS Excel, MS PowerPoint, MS Publisher, MS Teams, MS Planner, MS Power BI, Microsoft Forms).
- The contractor employee shall be professional, detail oriented, possess excellent communication skills, and speak English fluently.
- The contractor employee shall have the ability to thrive in a team environment yet be able to complete assigned tasks independently or with minimal guidance from team leads.
- The contractor employees shall possess: organizational skills, ability to achieve set goals; initiative in performing assigned tasks; ability to follow-up complex projects with influence, and integrity; and ability to interact professionally with all levels of personnel within and outside of the organization.
- The contractor shall have a minimum of 2 years of experience with project management.
- Contractor must have a Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this task order. This is necessary in order to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position.
Highly Desired Qualifications:
- The contractor employee shall have prior work experience in a Governmental environment.
- The contractor shall have experience with website design and management.
- The contractor employee shall have proficient understanding of educational theory.
Tasks:
- The contractor employee responsibilities shall manage all education technology to include spearheading requests for new educational technology needs, evaluate new software/hardware, identify best fit, cost, network requirements and make recommendations to USAFSAM/ED.
- Contractor shall provide expertise to design, develop, integrate, and manage of the use of all Office 365 tools (ex. Power Automate, Power BI, Microsoft Forms, Microsoft OneNote, Microsoft Teams, Microsoft SharePoint, etc.).
- The contractor employee shall create and deliver training, in conjunction with education and training Subject Matter Experts, on all software, hardware, and other technology as needed.
- The contractor employee shall troubleshoot and identify solutions for all educational technology needs.
- The contractor employee shall create and/or maintain management control systems to monitor goals and objectives of educational technology program and project resources, and to determine and report on the impact of proposed resource changes and potential problem areas.
- Contractor shall evaluate and manage educational technology needs in the classroom to include modernization efforts.
- Contractor shall set goals and timelines, track progress, resolve technology issues, and report status to the Government representative.
- Contractor shall oversee the inventory and maintenance of educational technology related resources as directed by the Government representative.
- Contractor shall ensure the installment of new educational technology equipment (Projectors, Cameras, Microphones, Smartboards, TVs, etc.) and software in the various buildings, classrooms, teaching pods, and auditoriums, for F2F, Online, and Hybrid learning environments as directed by the Government representative.
- Contractor shall ensure the ordering, storing, coding/entering inventory into database, and disposing of all educational technology equipment as directed by the Government representative.
- The contractor shall participate in and support other projects within skill sets; project may include writing continuity documents, attending or presenting at local eLearning symposiums, defining capabilities for potential customers, collaborating with local colleges or multi-service partners, and supporting other USAFSAM special projects.
- The contractor shall work with the customer on any concerns about the technology and ensure that what is delivered matches the request and is delivered in a timely manner as determined by the Government representative.
BASE SUPPORT:The contractor shall be provided office/laboratory space, furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware,passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.GENERAL INFORMATION:Work will be accomplished at USAFSAM, 2510 Fifth Street, Building 840, Area B, Wright-Patterson AFB OH 45433-7913 beginning on 12 August 2024..Temporary alternate work locations may be assigned as circumstances dictate by the Contracting Officer Representative.Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM (ET); however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week. Alternative duty locations and times may be authorized to best meet the mission. Telework is authorized. Schedule to be determined by contract representative.U.S. Citizenship:Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.TRAVEL:No travel is anticipated for this effort. However, if travel is needed in support of this requirement, the requirement will be incorporated via a separate bilateral modification.SECURITY:All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.The contractor employees shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract, as defined by AFI 10-701 (Operations Security). 711th HPW Critical Information and Indicators are protected under the 711th HPW Operations Security Program and the 711th HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711th HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract. The contractor employee shall also participate in 711th HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract. The 711th HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.DELIVERABLE:Contractor Progress, Status and Management Report (PSMR). On a monthly basis, the contractor shall provide a status report with each monthly invoice. The information will be on project status and describe the work accomplished. The report will include financial status describing hours and costs expended per individual during the current period as well as cumulative hours and costs through the current reporting period. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.The report shall have five sections:
- Project Title, Time Period of report, Date
- Performance: Current status of deliverables, measured against project expectations.
- Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.
- Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e. large initial equipment purchase, followed by labor related costs.)
- Risk: Are there known or anticipated opportunities or events that will or can affect a project.
